Full Closure of Sheridan Street to Vehicular Traffic Planned at Florida East Coast Railway

A full closure of Sheridan Street at the Florida East Coast Railway Tracks (FEC) just east of Dixie Highway is planned for Saturday, March 20^th beginning at 6:00 a.m. through Tuesday, March 23^rd at 6:00 p.m. If necessary to complete the scheduled work, this closure could be extended to 6:00 p.m. on Wednesday, March 24^th. This closure will allow for crews to safely rehabilitate the existing track, repair the rails and replace crossing surfaces to improve ride quality.

Detours will be in-place, however motorists are urged to seek an alternate route to avoid construction delays.

DETOUR INFORMATION
Westbound traffic on Sheridan Street will be directed as follows:

Traffic on Westbound SR822 will be directed to turn right (North) at US1/ N Federal Highway
At Stirling Road, traffic will be directed to turn left (West)
At I-95, traffic will be directed to turn left (South) at I95 SB on ramp
At I-95 SB, traffic will be directed to exit at I-95 SB off ramp to Sheridan Street

Eastbound traffic on Sheridan Street will be directed as follows:

Traffic on Eastbound SR822 will be directed to turn left (North) on I-95 NB on ramp
At I-95, traffic will be directed to exit at Stirling Road
At Stirling Road, traffic will be directed to turn right (east)
At US1/ N Federal Highway, traffic will be directed to turn right (south) to Sheridan Street

Full Closure of Hillcrest Drive between
S Park Road and S 37^th Avenue Begins March 22

A full closure of Hillcrest Drive between S Park Road and S 37^th Avenue is scheduled to begin on Monday, March 22^nd. The closure is expected to be in place through May 28, 2021. This closure will allow for the completion of the proposed walkway/sidewalk, and installation of pavement and drainage as part of the redevelopment of the Hillcrest Country Club.

Inclement weather and unforeseen utility conflicts may alter this planned closure schedule. Detours will be in-place directing traffic to S. 46^th Avenue, S. 37^th Avenue, Washington Street and S Park Road. Motorists are asked to seek an alternate route to avoid construction delays.

Full Closure of N 62^nd Avenue just south of Pierce Street on March 24

A full closure of N 62^nd Avenue just south of Pierce Street is scheduled to take place on Wednesday, March 24^th from 8:00 a.m. to 6:00 p.m. This closure will allow for Pike Crews to set a new utility pole. Detours will be in-place, motorists are asked to seek an alternate route to avoid construction delays.

City of Hollywood Adds 3D Interactive Zoning Map and Additional Tools to Optimize User Experience

The City has launched the Gridics 3D zoning map, text and property data platform. This new online tool brings simplicity, transparency and efficiency for City planners, residents, developers and those trying to research the City’s zoning code and development regulations. All are invited to join the virtual demonstration on Tuesday, March 23rd at 10:00 a.m. Gridics team members will demonstrate the use of each tool and will answer questions from meeting participants. The new Gridics tool helps in three ways.

First, a 3D interactive map with zoning code allows users to visualize the buildable capacity of every parcel in the City as allowed by zoning. The interactive map combines a wide range of data layers for a more complete understanding of the parcel. The tool also enables publishing code text changes in real-time.
Second, the online property lookup tool delivers deep, parcel-specific zoning data to help users get the answers they need.
Third, the City’s Code of Ordinances and Zoning and Land Development Code have been digitized into an easily searchable tool.

The Gridics platform aims to make it easier for residents, investors and developers to do business and interact with the City and get the information they need as efficiently as possible. “These new tools developed by Gridics allow Hollywood users to easily and quickly see the City landscape and the options available to them for building and development,” says Raelin Storey, City of Hollywood Director of Communications, Marketing and Economic Development. “The technology is very powerful and provides a quick view and searchable, integrated options for a fast and easy user experience,” says Shiv Newaldass, Director of Development Services for the City of Hollywood. “We’re are extremely excited to be able to offer these tools to our customers.” The City's Code of Ordinances and Zoning and Land Development Code have also been converted into an easily searchable tool for customers’ ease of use.

The Florida Department of Transportation (FDOT), District Four, will host a Virtual Public Meeting on Wednesday, March 24th beginning at 5:00 p.m. for the resurfacing, restoration and rehabilitation (RRR) project on Sheridan Street from N 22nd Avenue to Federal Highway. A brief presentation will be held at the start of each hour at 5:00 p.m. and again at 6:00 p.m. to review the scope of work and construction schedule. Important Information Regarding COVID-19 Vaccinations in Broward County

Expansion of Vaccination Eligibility

Per Governor Ron DeSantis' Executive Order 21-62, effective Monday, March 15th, the following are now eligible for the vaccine

Residents age 60+
Frontline health care workers
Residents and staff of long-term care facilities
Individuals deemed extremely vulnerable to COVID-19 as determined by a physician – form required
Sworn law enforcement officers age 50+
Firefighters age 50+
All K-12 school employees age 50+ (including public, private and charter schools)

Beverly Hills Condominium Temporary Vaccination Site

Those 60 and older who are interested in receiving the vaccine on Thursday, March 18th or Friday, March 19th may contact the Beverly Hills Condominium Association at 954-962-0121. Vaccines will be available on a first come, first served basis until all appointments are booked. Only those 60 and older will be served at this location, no first responders or people with a doctor’s note.

New Vaccination Site

On Wednesday, March 17, Florida Department of Health in Broward (DOH-Broward) will begin COVID-19 vaccinations by appointment only at Citi Centre in Pompano Beach, located at 1955 N. Federal Highway in Pompano Beach. To make an appointment, register online at myvaccine.fl.gov or call 866-201-6313 (TTY 833-476-1526). Eligible individuals will be contacted when an appointment is available for them. TY Park "POD" For First Responders and School Personnel

Florida Department of Health (FDOH), in partnership with Broward County have activate a COVID-19 closed vaccination Point of Distribution (POD) at TY Park in Hollywood. At this time this site is only open to sworn Police and Fire Rescue personnel over the age of 50 and all school personnel. Additional important information regarding this site follows:

This site is only open to sworn Police and Fire Rescue personnel over the age of 50.
This site is open to all school personnel, regardless of age, including those who work in private, public, and charter schools, pre-schools, and daycare centers.
The site is open Tuesdays through Saturdays from 9 a.m. to 6 p.m.
TY Park will be closed to the public on vaccination days. The park will be open to the public on Sundays and Mondays.
The site is expected to remain a closed POD for the next several weeks.
The site is closed to the general public.
FDOH will determine at a later date if or when this site will transition to an open site for the general public.
No appointment necessary, however First responders should check with their respective department head and school personnel should check with their schools.

New Rules for
Vacation Rental Properties

On January 20, 2021, the City made a number of changes to the Vacation Rental License Program Ordinance. Changes include a requirement that all existing vacation rental properties and properties being used as a vacation rental in the City of Hollywood must obtain a Vacation Rental License from the City of Hollywood, in addition to obtaining a State license and other licenses.
To assist property owners with meeting compliance deadlines, the City will be hosting a virtual question and answer session via the Cisco WebEx Virtual Meeting application. There will be no formal presentation, staff will be on-hand to answer questions related to the vacation rental license program, licensure, inspections requirements and more. You can also submit a question prior to the session by emailing vrl@hollywoodfl.org. Those who currently have a vacation rental license, as well as those property owners who are currently using their property as a vacation rental are encouraged to participate. The Broward County Point-in-Time (PIT) Count will be conducted over a ten-day period, from March 20-30, 2021. The PIT Count is an annual census of all the sheltered and unsheltered homeless individuals in Broward County. Finding out how many homeless people are in Broward County is a critical step in finding solutions to homelessness. The results of the count help planners understand the needs of the homeless community and devise targeted strategies for combating homelessness.

The County's Homeless Initiative Partnership is charged with counting every homeless person annually and asking them to complete a survey. The count is required by the Department of Housing and Urban Development and determines federal funding for homeless services and programs. The survey is also used to provide up-to-date information about the needs of persons experiencing homelessness, and to inform those experiencing homelessness about the Homeless Continuum of Care (CoC). The CoC is a network of organizations, advocates, residents and businesses that plan programs to implement a full range of emergency, transitional and permanent housing, along with prevention and other services to help alleviate homelessness in Broward County.

Typically, the PIT Count is conducted over the course of two days at the end of January, however due to COVID-19, significant changes have been implemented to ensure the safety of PIT surveyors and participants. In lieu of volunteers, teams of trained surveyors and experienced homeless outreach workers will canvass the County to conduct a brief survey with homeless persons. The term of the agreement shall be for a period of two (2) years beginning upon date of award or expiration of current agreement, whichever is later. The City may renew the agreement for two (2) additional two (2) year periods subject to vendor acceptance, satisfactory performance, and the determination that the renewal will be in the best interest of the City. The proposer must meet or exceed the following minimum requirement:

Possess a valid Florida General Contractor’s License and maintain proper licensing throughout the course of the program.
Have been in business under the present company name for a minimum of three (3) years and shall not have been declared in default on any construction contract within that time.
Completed at least ten (10) housing rehabilitation projects in the last five (5) years.

The City of Hollywood is committed to reducing our environmental impact and becoming more sustainable. One step the City has taken in achieving this goal is to ban the use of nonbiodegradable containers, like plastics and expanded polystyrene foam (EPS), for serving food products.

On October 1, 2018, any establishment located east of the Intracoastal Waterway selling food intended for consumption by customers off the premises of their business, was included in the ban. On October 21, 2020, the City Commission approved a ban on single-use plastics and polystyrene on City-owned properties and by City vendors. City-owned properties include community centers, Hollywood City Hall, Fire Stations and more. A six month grace period is now in effect, prior to citation for violations.

What types of food packaging are banned?
Cups, lids, straws, plates, bowls, utensils, sandwich containers, or other packaging, which are made of plastic, polystyrene plastic, or of any nonbiodegradable material are banned.

What is polystyrene and why did the City of Hollywood ban it?
Polystyrene, best known as “styrofoam,” is a non-biodegradable plastic material made from petroleum. It is commonly used in takeout containers, disposable coffee cups, single-use utensils and dinnerware. The material breaks apart easily, and is often found littered throughout waterways and can harm wildlife if ingested.

How do you identify polystyrene packaging?
Polystyrene material can be identified with the "6" symbol marked on the packaging.

What types of food packaging can be used?
Businesses may use any compostable materials or paper. Businesses may also access the Biodegradable Products Institute (BPI), which is an online catalog of key individuals and groups from government, industry and academia, which promotes the use and recycling of biodegradable polymeric materials (via composting).

What will happen if my business does not comply with the ban?
Businesses found in violation will be issued a Code Violation and could face fines for failing to comply.

Tree and Shrub Trimming/Removal in Public Right-of-Way and Alleyways in Parkside Area

Hollywood Boulevard to Pembroke Road from US1 to N. 21st Avenue

Start Date: February 2021 -- Final Completion: March 2023

As part of the City's water main replacement project in the Parkside Neighborhood, work is taking place in alley public right-of-way from Hollywood Boulevard to Pembroke Road and US1 to N. 21st Avenue. Property owners in this neighborhood are asked to trim or remove trees and shrubs in the alley public right-of-way to their property line to allow crews safe access to work.

Per City Code of Ordinance 50.04 (A)(6) All alleys and right-of-ways used for sanitation, maintenance and utilities service shall be clear of any obstruction. Property owners are required to inspect the alley behind their property and immediately trim or remove all trees and shrubs that are encroaching into the public right-of-way. If trees or shrubs are found to be obstructing access they will be trimmed or removed by the City’s contractor or City staff at the owner’s expense. The total cost of removal services and an administrative fee will be charged to the property owner.

Additionally, as a reminder, access to alleyways could be limited at times due to this construction. Curbside sanitation collections are taking place now through the duration of this project. A temporary on-street parking restriction is also in effect in the Parkside neighborhood. On-street parking is prohibited Mondays and Thursdays from 8 AM to noon to allow trucks access to curbside collection carts.

Streets and Alleys Paving and Resurfacing Projects Continue

The City of Hollywood has awarded a contract to Weekley Asphalt Paving to perform various street and alley resurfacing projects throughout the City. The work began in December and is expected to be completed in the Spring of 2021. Individual notifications are being delivered to impacted residents and businesses in advance of work taking place. The City and the contractor is coordinating construction activities to avoid any impact to access for emergency services, garbage collection and mail delivery. On-street and alley parking is not be available during the hours the Contractor is working in your street or alley, but access will be provided to all properties at all times.

Comcast and AT&T have been notified that they will need to fix any cables that may not be buried according to City code in the alleys. Underground utility cables that are not properly buried prior to the scheduled work may potentially result in a service interruption.

Curbside Collections Parkside Neighborhood

Important Notice for Parkside Neighborhood Residents

The ongoing Department of Public Utilities watermain replacement project is underway in the Parkside Neighborhood. Work will take place from Dixie Highway to Federal Highway from Hollywood Boulevard to Pembroke Road, Monday through Friday from 7:00 a.m. to 6:00 p.m. through February, 2022.

Due to planned construction activities in the neighborhood alleyways, the placement of garbage and recycling bins, as well as bulk items will need to be placed curbside at the front of a property. To ensure collection trucks can access the bins and bulk items at the curb, parking on the street will be prohibited from 8:00 a.m. to noon on Monday and Thursday. Phase I in this temporary on-street parking ban and change to curbside affects the following residents:

Washington Street, Pembroke Road, N. 18 Court, N. 20th Avenue & Plunkett Street, N. 19th Avenue
