William Vulpis, Operations Manager

Oversees three programs: Facilities Maintenance, Recreation Maintenance and the Marina. The Operations Manager implements and administers a comprehensive maintenance program for approximately 105 park acres including ball fields, as well as 85 buildings and structures in addition to the Marina’s general operations. The employees maintain City Hall and other City facilities, medians and parks, by providing custodial, painting, plumbing, electrical, air conditioning, carpentry, irrigation, and ball field maintenance services. Emphasis is placed on ensuring that all City-owned facilities remain hazard-free, in optimum working condition, and aesthetically pleasing as well as preserving the safety of all boaters at the Marina.


THE FACILITIES MAINTENANCE PROGRAM:

Facilities Maintenance is a service program, which can be broken into three groups, each performing tasks within their respective disciplines or trades. This program preserves the City's physical building assets; maintains a proper work environment for City employees; maintains safe and pleasant facilities for the general public; supports City departments at City-sponsored special events and operational requests; and participates in the planning, designing and supervision of construction and remodeling of the City's parks and facilities. Normal working hours are Mondays through Fridays, 7:30 a.m. to 4:00 p.m.

Building Trades:

Under the direct supervision of the Electrical/Mechanical Supervisor, this program is responsible for the electrical, plumbing and air conditioning trades. The responsibilities include:

  • Purchasing, monitoring and maintaining the energy management, access and security systems for City facilities.
  • Coordinating the maintenance of various City facilities with contractors.
  • Performing electrical, plumbing and air conditioning installations, maintenance and repairs.


Building Maintenance:

Under the direct supervision of the Carpentry Supervisor, this program is responsible for carpentry, painting, roofing and general maintenance. 

Responsibilities include:

  • Coordinating the maintenance of various City facilities with contractors.
  • Performing building repairs, and constructing and installing building components.
  • Painting City facilities.
  • Providing custodial services for City Hall.


Irrigation Maintenance:

Under the direct supervision of the Irrigation Supervisor, this program is responsible for the installation and maintenance of landscape and turf irrigation. 

Responsibilities include:

  • Operating, installing and maintaining the irrigation systems within medians, rights-of-way, ball fields, parks and City facilities.
  • Installing and programming automated remote irrigation control systems.

THE RECREATION MAINTENANCE PROGRAM:

Performs general maintenance at all City parks with active sports programs. This program specializes in preparing, maintaining and refurbishing all football, baseball, softball and soccer fields located within the City, and used by adult and youth sports organizations. Normal working hours are Mondays through Fridays, 7:30 a.m. to 9:00 p.m. and Saturdays, 4:00 a.m. to noon.

Recreation Maintenance:

Under the direct supervision of two Recreation Maintenance Supervisors, this program is responsible for installation and maintenance of turf grass as well as general maintenance of the facilities. 

These responsibilities include:

  • Staffing the ball parks during game play and special events.
  • Maintaining approximately 105 acres of athletic fields and sports facilities - ensuring that they are kept clean, well maintained and user ready.
  • Applying fertilizers, pesticides, fungicides and other chemicals used in turf grass management.
  • Cutting, trimming, edging and de-weeding Bermuda and Floritam grass fields.
  • Installing grass plugs and seeds and aerating compacted soil to keep grass healthy.
  • Nightly monitoring, de-littering and cleaning of parks.
  • Repairing and maintaining lawn maintenance equipment and tools.
