authorizing the City Manager to proceed with its implementation.

Commission Adoption of the Initial Implementation Schedule and Approval of the Consultant's Qualifications
The following City-Wide Master Plan Implementation Schedule has been prepared and is presented for City Commission consideration. In
addition, the qualifications for the City-Wide Master Plan Consultant are attached and will be included in the Consultant Request for
Qualification upon approval.

Initiate Public Advertisement of CWMP Project
Upon final selection of the City-Wide Master Plan Consultant, the City will initiate a multi-tiered, extensive advertising campaign to
publicize the City-Wide Master Plan concept. The primary components will include local news and magazine articles,
Neighborhood Association Newsletters, and Government publications. High profile individuals will be recruited to endorse the
City-Wide Master Plan concept.

Commission Selection of the City-Wide Master Plan Consultant
All responses to the Consultant Request for Qualifications will be evaluated and ranked by City Staff and presented to the City
Commission for their consideration and final selection

City Staff Development of Preferred Credentials for Steering Committee and Task Force Members
The City-Wide Master Plan Consultant and City Staff will work together to identify the preferred credentials and desired experience
for Steering Committee and Task Force members.

Presentation of Steering Committee and Task Force Preferred Credentials to the City Commission
During a Regular Meeting of the City Commission, a presentation will be made to inform the City Commission of the desired
credentials and experience sought for Steering Committee and Task Force members.

Community Information and Public Advertisement of Steering Committee and Task Force Appointments
Upon Commission acceptance of the credentials for Steering Committee and Task Force members, the available appointments will
be extensively advertised. Potential applicants will be notified and provided with application materials.

Workshop: Steering Committee and Task Force Appointment Recommendations
All applicants for the Steering Committee and Task Forces will be evaluated City Staff and a recommended list will be developed.
The recommended applicants will be presented to the City
Commission during a Commission meeting for their consideration.

Special Meeting: Formal Appointment of Steering Committee and Task Forces
A Special Meeting will be held to formally appoint the members of the Steering Committee and Task Forces.

City Sponsored Citizen Discussion Groups to Encourage Citizen Participation in Task Force
Several public forum type meetings will be held with Neighborhood Associations, City boards and Committees to explain the need
for citizen participation in planning the City's future direction.

Steering Committee and Task Force Orientations
To ensure that all members of the Steering Committee and Task Force understand their role in relation to the City-Wide Master Plan
development, the Consultant will initiate an Orientation meeting where their purpose will be thoroughly communicated.

Joint Task Force Orientation
Likewise, to ensure that the members of each Task Force understand their purpose in relation to the City-Wide Master Plan
development, the Consultant will also initiate one large Orientation where their role will be thoroughly communicated.

Task Forces Development of individual Plan Documents
A Task Force Member will function as the Chairperson for their respective Task Force. Each Task Force will have the
responsibility to prepare the Individual Plan pertaining to their aspect of City improvement. Each Individual Plan will contain the
same four sections: 1) Statements of Priority; 2) Designation of Planning Zones; 3) Planning, Zoning and Land Use; 4) Public
Facilities

Steering Committee and Task Force Progress Meetings
Regular meetings of the Steering Committee and the Task Force will be held to ensure the individual components of the City-Wide
Master Plan are able to be conjoined into one final plan.

Final Assembly of City-Wide Master Plan by Task Force
Each of the Individual Plans developed by the Task Forces will be compiled into one final document by the Task Force.

Steering Committee Adoption of the Final City-Wide Master Plan Document
The Task Force will deliver the City-Wide Master Plan to the Steering Committee for their review and adoption.

Presentation of the City-Wide Master Plan to all City Boards, Committees and Neighborhood Associations
Public forums would again be held with Neighborhood Associations, City Boards and Committees to present the final City-Wide
Master Plan. Each organization would be requested to place motions before their Board of Directors (if applicable) to endorse the
City-Wide Master Plan.

City-Wide Master Plan Public Hearings and Commission Adoption
Two Public Hearings would be held to review the contents of the City-Wide Master Plan with the City Commission. At the second
meeting, a Resolution would seek formal adoption of the City-Wide Master Plan by the City Commission.

Implementation of the City-Wide Master Plan
Implementation of the City-Wide Master Plan would begin.
