Finz
Samuel A. Finz is currently City
Manager of the City of Hollywood, Florida, with a population of
130,000, and an Annual Operating Budget of $195.6 million. He is the
recipient of the 1998 ICMA Award for Program Excellence in Citizen
Involvement. Before being appointed City Manager in October 1993, Mr.
Finz was the Deputy City Manager directly responsible for five
major operating departments, Public Works (Building Maintenance, City
Garage, and Solid Waste Management), Public Utilities (Water and Sewer
Operations), Engineering, Growth Management (Planning, Zoning, and
Building), and Neighborhood Improvement (Housing and Code Enforcement).
During this same time period, he also served as Acting Utilities
Director. Public Utilities is a major Citywide Department
overseeing a $32.0 million annual operating budget and $196.0 million
five year capital improvement budget. Utilities for the City of
Hollywood includes a 42.0 MGD Regional Wastewater Treatment Plant
serving seven large users as well as a 38.0 MGD Water Treatment
Facility serving 36,000 customers throughout the City of Hollywood.
Prior to reentering the public sector, Mr. Finz was a Research
Consultant to government and industry. With the firm of Walcoff
and Associates, Alexandria, Virginia, he specialized in training,
facilitating, moderating, lecturing, instructing and providing research
consulting services to a number of Federal government agencies located
in the Washington Metropolitan Area.
Mr. Finz was formerly President of the Samuel A. Finz Company,
Inc., a building, development, property management, and real estate
consulting firm based in Alexandria, Virginia from 1987 to 1991. Prior
to starting his own firm, he was Chief Executive Officer of the
Northern Virginia Building Industry Association from 1983 to 1987,
and recipient of the NVBIA's "Man of the Year" award in 1986.
From 1979 to 1983 he was Vice President of International Developers,
Inc., Washington, DC.
Mr. Finz started his career in the public sector. From 1976 to 1979,
he served as Deputy County Executive for Planning and Development
for Fairfax County, Virginia. He was Director of the Office of
Research and Statistics in Fairfax County from 1973 to 1976 when he
was appointed Deputy County Executive. He began in Fairfax County as a
Senior Planner in 1971.
Mr. Finz was an Adjunct Professor at The American University,
College of Public Affairs, School of Government and Public
Administration from 1974 through 1977. He served on the faculty as an Adjunct
Professor of Economics at Lynn University in Boca Raton, (formerly
Boca Raton College).
Mr. Finz is an accomplished author and speaker on such subjects as
government affairs, productivity improvements, and urban planning. He
has taught numerous courses and facilitated many Strategic Planning
Sessions as a Consultant to industry and government.
Mr. Finz served former Virginia Governors Balliles and Robb as their
appointee to legislative committees which reviewed statewide land use
laws.
In 1991, Mr. Finz served as the 1991 Chairman of the Board of
Directors of the Alexandria Chamber of Commerce, Alexandria, Virginia.
He was formerly host and moderator of "Alexandria Outlook", a
cable television talk show which focuses on business and related
matters.
He holds degrees in Economics and Finance from New York University
and completed his graduate studies in Economics and Econometrics at the
University of Maryland. He is married and has three children.
