Responsibilities & Services
The Office of Human Resources and Risk Management is responsible for developing and administering policies, practices, and systems that attract and retain the highest caliber workforce available. In doing so, we help ensure the work quality, productivity, and customer service skills of all city employees meet or exceed our customers’ expectations.

Our functions include the following:
  • Administration of the city’s self-insurance plan to its employees for health and dental benefits, workers’ compensation, liability, loss control, and safety programs
  • Educational and skills training for city employees, coordination of employee life programs, and service award presentations
  • Employment, classification, and compensation activities including recruitment, testing, and selection
  • Equal opportunity, focusing on workforce diversity as well as resolution of EEO complaints
  • Staff support to the Civil Service Board and oversight of the civil service rules and regulations
