Community & Economic Development
The Department of Community and Economic Development operates housing programs and implements economic development initiatives.  Our mission is two-fold.  First, is the revitalization of housing and stabilization or improvement of the city’s neighborhoods using federal and state grant funds. Second, the Department works to attract, retain and expand businesses within the city. The city also has an Enterprise Zone which promotes economic growth and investment in distressed areas by offering incentives to businesses and residents located within zone boundaries.  

  • Assist with home purchases.
  • Expand affordable housing choice.
  • Provide loans for home repairs to eligible households.
  • Revitalize neighborhoods and sustain the tax base.
  • Support and strengthen neighborhood associations.
  • Promote a pro-business atmosphere through business services, incentives and resources.
  • Spearhead business start-up, retention, expansion and attraction, corridor redevelopment, job creation and job retention.
  • Develop programs to promote the success of local businesses including business training, technical assistance, façade programs and site selection.
  • Staff Liaison to Community Development Advisory Board, African American Advisory Board, and the Education Advisory Committee.
