The Department of Public Utilities is one of the major departments within the City, yet receives no taxpayer funding for its operations. The Department has been set up as an Enterprise Fund, operating like a business whereby water and wastewater service revenues received are used for operations. The revenues in the systems are varied and include monthly water and wastewater bills, system connection charges, reserve capacity fees, and large user sales.
