The Stormwater Management Utility Fee

The stormwater utility fee is applied monthly by the Utility Billing Division of the Finance Department. For properties normally receiving monthly utility bills for other services, the stormwater utility fee is included in the monthly utility bill rendered to the established customer. For properties not receiving monthly utility bills for other services, the bill or statement for the stormwater utility fee will be sent to the owner of the property as determined from the tax rolls.

The fee imposed for single family residential properties is the rate for one ERU.

The fee imposed for non-residential properties is the rate for one ERU, multiplied by the numerical factor obtained by dividing the total impervious area of the non-residential property by the area defined for an ERU.

Stormwater Fee Adjustments.

Any owner who has paid his stormwater utility fees and who believes the impervious area determination to be incorrect may submit an adjustment request. Requests for adjustment of the stormwater utility fee are to be submitted through the Utility Billing Division. All requests shall be judged on the basis of the amount of impervious area on the site, or the need for additional/enhanced stormwater facilities. No credit is given for the installation of facilities required by any agencies having jurisdiction for stormwater management. Requests shall be in writing on the City's ERU Recalculation Form (.PDF), and shall provide in detail, the basis upon which recalculation is beleived justified.

The person requesting the adjustment may be required, at his own cost, to provide supplemental information with the request including, but not limited to, survey data and engineering reports, performed by either a registered professional land surveyor currently registered in the state or a professional engineer currently registered in the state of Florida. Failure to provide such information may result in the denial of the adjustment request.
