Sewer Connection

The City of Hollywood is installing sewer lines in certain areas of the City. The City is pleased to offer low- and moderate-income residents a program that provides financial assistance to homeowners who are required to hook-up to the City sewer system. This program is funded through the City’s Community Development Block Grant (CDBG) Program and must adhere to CDBG rules.

Eligible Applicants

  • Eligible applicants must be a United States Citizens or legal residents eligible to receive federal assistance.
  • Eligible applicants shall not exceed CDBG program household income limits as certified by the City of Hollywood Community Development Division
  • Eligible applicants are residents that are required to hook-up to the City Sewer system.
  • Eligible applicants must own and occupy single-family homes as their principal residences and meet the following CDBG mandated household income limits adjusted for family size.

Eligible Properties

Eligible properties are Owner-occupied Single Family Detached Homes and Townhomes where the connection is specific to an individual property.

Eligible Activities

CDBG funding shall cover the installation cost of sewer connection including costs of abandonment of the septic tank and any required permits.

Funding

CDBG funds shall be provided in the form of zero percent (0%) interest deferred payment “Forgiveness Loans”. The Forgiveness Loans are secured by a mortgage and promissory note that is forgiven after five (5) years of continued residency as the principal residences of the applicants. Furthermore, no payments are due on the loans during the five (5) year period.

Application Process


STEP 1: RESERVE CAPACITY FEES

The City provides a payment plan option for Water and Sewer Reserve Capacity Fees. In order to receive assistance for Reserve Capacity Fees, please contact Vivian Quevedo at 954.921.3938 or payutility@hollywoodfl.org.

STEP 2: SCHEDULE APPOINTMENT WITH COMMUNITY DEVELOPMENT DIVISION TO COMPLETE CDBG- FUNDED SEWER CONNECTION APPLICATION

The City offers financial assistance to income-eligible households to hook up to the City sewer system. The application requires attachments that confirm ownership and income eligibility. Review required documents checklist- Click Here, gather your required documents, and contact Barbara Lawson at 954.924.2952 or blawson@hollywoodfl.org to schedule an appointment. Bring all applicable documents to your scheduled appointment. Failure to bring all required documentation may delay your process.  The City reserves the right to request additional information as necessary. 

The property owner must secure three written bids from a Licensed Contractor/Plumber in the City of Hollywood. In order to ensure that you are comparing bids appropriately it is mandatory to use the Bid Forms provided (Click Here for Bid Forms).

STEP 3: WAIT FOR APPROVAL – CONTRACTOR/PLUMBER IS NOT TO BEGIN WORK UNTIL THE BIDS ARE ACCEPTED AND THE FUNDS HAVE BEEN COMMITTED

Based on available funding, the Community Development Division will provide a Sewer Connection Commitment Letter for the amount of CDBG funds to be applied to the user connection, a contract, and closing documents to complete Step 4.

STEP 4: EXECUTE CONTRACT BETWEEN OWNER AND CONTRACTOR/PLUMBER FOR SEWER CONNECTION SERVICES AND MORTGAGE AND NOTE TO SECURE CDBG INVESTMENT

Once funds have been committed, Community Development Division staff will contact you and your contractor/plumber to schedule a loan closing which includes a mortgage, promissory note, contract between the owner and contractor/plumber, and other applicable documents.

CDBG funds shall be provided in the form of zero percent (0%) interest deferred payment “Forgiveness Loans”. The Forgiveness Loans are secured by a mortgage and promissory note that is forgiven after five (5) years of continued residency as the principal residence.

STEP 5: INVOICE AND PAYMENT

The Contractor/Plumber Payments shall be made directly to Contractor/Plumber, on behalf of the Owner. After the connection is completed, the Contractor/Plumber and Owner shall complete an Application for Payment (Click Here for Application of Payment)  Form with the attached Form W-9, Certificate of Completion, Termination of Notice of Commencement, Copies of all Closed Permits (Front and Back of Card), Final Release of Lien, Subcontractors Release of Lien (If applicable), and Contractor/Plumber Written Warranty Statement and submit to Donna Biederman, City of Hollywood Community Development Division (Old Library) Hollywood, Fl. 33022. Contractor/Plumbers should allow approximately 30 days to receive payment.
