A Special Exception is one which is not permitted by right, but which may be permitted after assessing and addressing potential uses. The purpose of the Special Exception application review process is to allow the Planning and Development Board an opportunity to review such requests, identify issues and impose appropriate conditions to avoid, minimize or mitigate the potential negative impacts .
